That is a real thing to want and a real thing to pay for.

We do not build anything like it and have no interest in pretending we do. What sits behind our $99 is a Wisconsin street address, one bill a year, and a portal that holds whatever we accept for you. Both figures are published and neither is buried. The question is arithmetic rather than ethics: which of the two numbers describes most of the years you will spend owning a Wisconsin LLC? The Department of Financial Institutions wants a named agent sitting on that line for as long as the company draws breath, with no expiry date and no natural stopping point, which makes this a subscription. Subscriptions are described honestly by the figure that repeats. Year one is $99 once. Years two through fifteen are $199 apiece.

The paper route also offers optional expedited handling for another $100, which almost nobody filing a routine agent change has any reason to buy.

The difference between those two Wisconsin prices is that the discount runs toward the thing you would rather do anyway. Filing online is cheaper and faster at once. Nothing about the vendor structure works that way.

Order of operations matters more than the fee. Wisconsin requires the incoming agent to consent to the appointment and requires the registered office on the filing to be that agent's own business office, which means the form cannot be completed correctly until your new agent exists and has agreed to serve.
